FYI... Voice Recognition is the act of a computer recognizing and acting on a humans verbal command. Voice-to-text is another use of this technology.
A screen reader or text-to-voice, is typically used by the blind or visually impaired to read the screen to the user in a computer synthisized voice. The most popular "reader" is called JAWS and made by freedom scientific, and yes it allows the user to choose an accent such as british... it even includes both male and female U.K. voices. However a reader such as this isnt cheap! There are several freebies out there, such as: Read Please, and Natural Reader.
However, you want a system that does both... even answers your commands, and I am not aware of any such "hybrid" product!
