Problem installing MyDefrag 4.1.1

I have tried installing MyDefrag 4.1.1 several times. Each time the "All Programs" list on the start menu is empty. If I uninstall MyDefrag the problem goes away. It is made even more confusing because after I uninstalled MyDefrag, I installed VLC Player 1 and had the same problem. It also was fixed after uninstalling. I found that after rebooting I could install VLC Player without any problem but still had the problem with MyDefrag. After tests, anytime I installed VLC after MyDefrag it had the same problem but not if I did it before. I am currently running Windows 7 7100 x64.

Some other free alternatives are Auslogics Disk Defrag or Defraggler that I've used without problems.
