You are trying to install a program that has pre-requisite for another to be installed, you should install WinCC V7 (which I still have no idea what it's supposed to do) before installing whatever your trying to install.

A quick look at the site suggested by SCR suggests that it is a proprietary software available directly from Siemens or an authorized reseller. You should be having disks or license keys to install from just like the hmi edition thing you've shown in your first post. Please install WinCC 7 from your disk(s) and then proceed to install the software giving that error or contact Siemens for detailed instructions.
