Hi, I bought a HP laptop 3 weeks ago. I want to change the installed German Windows 7 to Chinese, so that I can use my favorite Chinese softwares on my new laptop.

I'm not 100% sure on this but I think only windows 7 ultimate has the option to change language using language packs.
I think you would have to buy/borrow a Chinese install disk and use your product key to activate.
Wait and see what others say, like I said I'm not 100%

Your best bet would be to use Windows Anytime Upgrade from Home Premium to Ultimate to get the multi-language pack.

There's no need to re-install Windows and it won't affect you HP OEM operating system, but do make sure you create a set of recovery discs first, just in case you need to get back to the out-of-box state.
If you choose to use Windows Anytime Upgrade, you will be taken to the Microsoft Store where you can purchase an upgrade Product Key online.
Once your payment has been accepted your new Product Key will be e-mailed to you so you need to print a copy and keep it safe.
Then it's just a case of going to Start>All Programs>Windows Anytime Upgrade then typing in your upgrade Product Key and waiting half-an-hour or so for the upgrade to complete, after which you'll just need to activate it.

You need Ultimate to get language packs.

Both Window 7 Ultimate and Enterprise versions support language packs.
A total of 35 language packs are available as free downloads through windows update servers.
It looks like you can get a Language Interface Pack for any version of Windows 7, including Home Premium.
From what I can make out, you don't get the full functionality that the Ultimate & Enterprise language packs give you, but there should be enough for what you want.

Probably better to follow the earlier suggestion and borrow chinese install dvd - use your product key of course.
