Applications unable to start correctly error.

Earlier today, my computer is not working properly since i started it up.
An error would show everytime a programs try to start.
It would show " The application was unable to start correctly (0xc00000b5). " everytime i try to start google chrome. Other programs like games also creates error, some with different error codes like (0xc0000185).
Steam has creates a different error which says
" Steam.exe(main exception): Unable to load library SteamUI.dll, Win32 Error 121 "The semaphore timeout period has expired."
However, some programs like internet explorer, photoshop and microsoft office would work, which i suspect is because they are 64bit softwares.

Can anyone please help me to solve this error? It's really annoying.
