A puzzling glitch with installing downloaded programs

I have Windows 7 32 bit OS. The PC runs well and I have checked the memory and keep the machine clean from viruses and garbage using Advanced System Care and Avast. Here is what happens. I download a software program and when the download completes, I click on run and the little blue circle starts as if it is beginning the install.
This hangs up forever unless I hit ctrl-alt-delete and then the window comes up to allow the program to continue. Closing out the ctrl-alt-delete window, the program continues and installs as it should. I have never had to go through these steps before and am stumped as to what is causing this and why? Any help or suggestions are most appreciated.

I'm not saying this is the solution, but I always download software and save it before I install it.

    This serves two purposes:

    1. You can scan the software for viruses before you install it.

    2. You have a copy that you can re-install should you ever re-install Windows.

You say you are using Advanced System Care and Avast. Are they both anti-virus programs? If so, you need to ditch one of them because running two A/V programs at the same time can cause problems.

Avast and ASC are two different programs, no conflicts there. Programs are saved in documents folder after checking for viruses, then this install scenario happens. Thing is, I know doing it this way gets the program installed, after which the program runs just fine. Doesn't matter what type of program it is, [System Driver], [Utility Program] [Purchased Download] they all react the same when trying to run the install executable. Used to be, I'd just get an icon flashing down in the system tray which when clicked on would start the install, that doesn't happen anymore.

I just had a look at the product page for ASC:
Defends PC security with extra protectionDetects and analyzes Windows security environment. Scans and removes spyware and adware using up-to-date definition files. Prevents spyware, hackers and hijackers from installing malicious programs on your computer. Erases and updates your PC's activity histories.
I'd say that qualifies as a huge conflict with Avast. Besides, ASC is an iolo product, and iolo is...ugh.

If I'm getting this correctly, you are suggesting that I remove one or the other of these "conflicting" programs to see if that fixes the "glitch"?

Both Advanced SystemCare Free by IOBit and Avast were removed and the glitch still exists. Could this be a UAC problem?

    It's possible.

It won't hurt to right-click the program setup.exe file first, and then choose Run As Administrator

Just downloaded update to Opera Browser, opened folder, right clicked, chose run as administrator, same results, needed to do ctrl-alt-delete to get it to run install.exe

Maybe something's wrong with the registry entry for .exe files under HKEY_CLASSES_ROOT\.exe - it should look (at least on my system it looks) like this:
    Windows Registry Editor Version 5.00

    [HKEY_CLASSES_ROOT\.exe]
    @="exefile"
    "Content Type"="application/x-msdownload"

    [HKEY_CLASSES_ROOT\.exe\PersistentHandler]
    @="{098f2470-bae0-11cd-b579-08002b30bfeb}"
Can you open your registry editor (regedit.exe), browse to this key and see if it says anything else for you?
