Unable to install .net framework 4, setup.exe does not execute

I am having trouble installing .net framework 4. I had it before but when installing security updates it would fail, so I thought I would just uninstall and reinstall it again. But now I can no longer install it again. When ever I double click the setup.exe it does not run. It doesn't do anything.

Here is what I did before coming to this forum:
Virus scan: microsoft security essentials, ad-adware
    SFC scan: no errors
    checkdisk
    register and unregister windows installer
use many microsoft fix it that includes repairing windows update, msi, etc

    EDIT:
Thanks for the tips, but I just did a repair install and that was able to fix the problem.

    * Have you a System Restore point created PRIOR to this problem that you can roll back to?

    * Start > Control Panel > Search box > type troubleshooter > click Troubleshooting > System and Security> Fix problems with Windows Update.

    * Try to install it again.

Read through the below instructions carefully
before deciding to follow the directions.

    * If that fails you
might choose to run the .NET Frameworks Cleanup Tool
Just the .NET Frameworks 4.0 > reboot > try to install it again.

    Note
There are a couple of very important caveats that you should review before using this tool to remove any version of the .NET Framework from your system:

This tool is designed as a last resort for cases where install, uninstall, repair or patch installation did not succeed for unusual reasons. It is not a substitute for the standard uninstall procedure. You should try the steps listed in this blog post before using this cleanup tool.

This cleanup tool will delete shared files and registry keys used by other versions of the .NET Framework. If you run the cleanup tool, you will need to perform a repair/re-install for all other versions of the .NET Framework that are on your computer or they will not work correctly afterwards.
