'Binaries' folder from Wheelman (game) refuses to be deleted?

Right, I installed Wheelman on this computer while back. Yes, I legitimately own a physical copy of it, I'll give you a photo if you don't believe me (and yes, I installed it from my actual physical copy). It is a 're-published' version of it, by 'revival' (I've never heard of them before, only Sold-Out/Mastertronic).
As it was taking up around 7.5GB of my hard drive space and I had hated it, I decided to delete it.

-Was it in the list of programs in the control panel's uninstall list? No.
-So you searched the game directory from the top for an uninstall executable? Yes.
-And you found one? No.
-So you tried deleting the folder? Yes, the main one entitled 'Ubisoft Entertainment' (no other games were in it).
-And it refused to be deleted? Correct. I then went into it, deleting two of the three deeper directories. I then went into the folder that seemed to have an issue and individually deleted each file in it.
-So you enabled 'show hidden files/folders'? Yup, still nothing shows.

It's located at C:\Program Files (x86)\Ubisoft Entertainment\Wheelman\Binaries
Nothing in the folder at all. I did try to change the permissions, but Windows says it only affects files, not folders.

I know I could just leave it there, but I really hate leaving lose ends floating around on an already cluttered system. Is there some kind of program that can forcefully delete a directory?
(yes, I thought software would be a better place than games to section this as it is rather more on the software side; it being a game is somewhat trivial)

ah...
I just rebooted the PC and tried again, problem solved not sure why it seemed to be stuck though...
