sounds like i might have to upgrade to windows 7 pro. Thanks for the input. I was trying to get away without going for the xtra money, but i guess not.

before you 'splash the cash' try installing as admin - right-click >> properties >> compatibility >> run as admin.

or use some alternative to photoshop, such as paint.net maybe

I tried Photoshop 7 on Win 7 64-bit when it was first released and it was a no-go, which was why I suggested the upgrade and XP Mode.

Sorry guys, it's been a while since I upgraded to the current version of Elements and I just don't recall doing anything special to get it to run on Win7-64 Home Premium.

I do agree that Paint.net would be a good alternative.
