Microsoft .Net Framework 4 Fatal Error During Installation 0x80070643

Hi guys, I've had this problem for a little while now, but I now have a pressing need to use a program requiring .NET 4 Framework, and I just can't install it. Every time I do I get the message "Fatal Error During Installation". I've tried pretty much everything and searched countless forums for a solution, but with no joy
    Help greatly appreciated :)
    Here's my log:

    Hi Laxeyman, welcome to SevenForums!

From the looks of it, you're using a web installer (a small program which downloads more files to install once you run it). Is this correct?

You might try downloading the offline (complete) setup file instead. You can get it directly from here.

Try running this download and let us know if it works. If you still run into the same error, we'll go from there and find another solution.

Hi Corazon, I tried that and it didn't work unfortunately. I still get the same message.
Here is the log of that attempt, if you need it:

    Hi JMH,
1st option: The MSI have the right names in regedit, so that's not the problem.
2nd + 3rd option: There is no Microsoft Framework 4 program in my control panel, so I can't try and repair it. I don't know why its not there, seeing as I've tried to install it loads of times.

Nah, none of those worked either
How do you contact Microsoft Technical Support?
