errorr 2503 while trying to download application

I keep getting this error. 2503, 2502, and 1603. It happens everytime I try to install skype. I do not have the windows installer file, the only closely related item is LoJackinstaller. I change all the permissions, upgrade to windows 7 pro, everything but it won't install skype. Also I tried downloading and installing windows installer 3.1 but it said that I have run out of storgae room and the installation failed.
Its also only gives me the 2503,2502, and 1603 errors when I try and install Skype. I download and installed chrome and several other programs just fine.

Are you showing all files and folders?

Control Panel, Folder Options, View tab.
Select Show hidden files, folders and drives
