Itunes will not open on Windows 7 compatibility problem

I know this question has been asked a million times but after searching everywhere I can't fix the problem. I'm not sure if it messed up on its own or I did something but Itunes is not working correctly. If I restart my computer it opens except with this dumb message saying: " Do you want to allow the following program to make changes to this computer?" Now the iTunes icon always has this blue and yellow shield on it. Also, one can usually just drag what ever song you download from the folder straight to the music section on your iTunes but not anymore! I have to actually play the song in order for it to save and that gets hectic when you download a whole album, per say. Finally, once I close iTunes, I can't open it again after that unless I reboot my computer. I've messed with all the compatibility settings and the troubleshooter and all sorts of things but nothing seems to work.

Please help me!
