SQL SERVER EXPRESS 2008 will not allow New Database

I have installed SQL EXPRESS Management Tools but I cannot get it to do anything.

If I try to create a new database, I just get an error saying "Access to the database file is not allowed".

Also the object browser screen ( on the left ) is completely empty.

I have no existing files to connect to.

How do I get started ?
