Dejavu. That's the second one in two days I seen posted. Will try & find the other thread to see if they got a response.

What does it show when you right click on it or mouse over it?

First of all, please remember that this is a family forum and, as such, there may be people of all ages viewing it. Accordingly, I have edited your image to remove the language.
Having said that, when did you notice this icon appear? Does it move if you hide any of the others? Is it shown in the list of Notification Icons?
Absolutely nothing. Not a single thing. No Right click mouse over or left click options. The up arrows next to it dont do anything either.

It could just be a ghost/misplaced icon. Try this just to rule that out first - Notification Area Icons - Reset
If it comes back post again.

try this to see if you can find out what the icon is for, click on the littlw arrow for show hidden icons, then click customize
on the page that opens scroll up or down until you find the icon, it should have txt next to it with its title
im surprised that it doesnt show its title when you mouse over it
edit: seems theres been a couple of posts whilst i was creating this one, ho hum!

To me it looks like a signal strength meter. Green means it is connected, red means its not.
hay thanks danny. allthough notification-area-icons-reset did not solve the problem it did help me fix it. The icon and arrows seem to be some sort of toolbar IE right click task bar the select toolbar. Now I closed the toolbar but cannot re add the toolbar or make it reappear. I guess this is the reason that the Icon did not show up in the notification area as it was a toolbar not a Startup Icon. So thanks for all your help. As soon as I unlocked the TaskBar is was apparent that it was a toolbar. I would still love to know what toolbar it was.
