Windows 7 home preimum 64bit won't open any 32 bit program

I was away from my computer on saturday and when i returned it had restarted itself. I don't know if it installed updates or just crashed, i can't find any reccord of updates. Since then i can not open any 32 bit programs.

I can not install anything, when i try i get the error
"The windows installer service could not be accessed. This can occur if the windows installer is not correctly installed. contact your support personel for assitance."

I also can not uninstall anyhing, i can inly access uninstall utility in safemode but it still will not let me uninstall anything

i've tried running sfc/scannow several times along with chkdsk, both found nothing.

I did a system restore also with no change.

Booting into safemode doesn't change anything.

Help how do i fix my computer so it's not just a giant file cabniet

A fix here by raybo1226 worked for several people.

As always Create a Restore Point/back up the Registry before editing the Registry!

I would try a scan with malwarebytes

Do you have a Restore Point older than the one your tried?

This command line may restart the emulator if it's been disabled:
