Windows 7 Programs wont open even in safe mode.

Hi I'm having some serious problems since last night. All of a sudden my computer restarted on its own and when it restarted none of my programs loaded up in the taskbar and only certain programs will open like IE 64. I tried doing "sfc /scannow" about 5 times with no results and most of the other threads I've followed turn out to be dead ends involving the subject. Not sure if its a virus or what. The one thing that did happen though.. was I was tinkering around with settings and restarted it in normal mode yesterday and everything loaded up(after it had been giving me the problems with nothing opening) So I ran AVG, Malware Bytes, and AD-Aware while I had the chance but when I restarted nothing is working again. Also I tried downloading .exe and .ink registries and merging them as I read in other threads but this didnt work either. Any ideas? And keep in mind I cant run any programs except IE 64, I can't open up any type of compressed file because winzip/winrar wont open. I did however download a few registry's and they opened fine but they were straight up registry files unpacked. I tried to do a system restore and all my restore points were deleted aside from ones that were created after I had restarted my computer to find it not functioning properly so thats useless. And I have no access to my OS disc to do a repair. Please help.. normally I can find fix's when I have computer issues but I'm clueless here. Thank you.

Also.. Flash/Javascript things like that arent functioning either. If I try to goto a website that requires activex, flash, or adobe it'll ask to install but when I click install it does nothing.

Okay I actually fixed it using a program called Hitman Pro. My computer allowed me to run it in safe mode for some reason and it picked up something in the 32bit boot sector and fixed it. You can grab the program here Home - SurfRight.
