CDARGS or BASHMARKS for Windows Command Prompt

The programs 'CDARGS' and 'BASHMARKS' were both developed for linux-like environments, but without installing CYGWIN, you can't use them on Windows. I know windows has pushd and popd, but is there anything like either of the above that lets you store shortcuts quickly to directories and then go to them?
