Do you have a tab and pen to do the writing with?
Most of them come with the software to do this.
Wacom Bamboo Connect - Digitizer, stylus - Wired - USB

Sadly they are not free though.

You may try to use the windows built-in Sticky notes (All programs-Accessories-Sticky Notes).

If you do not find this program in Accessories check the link below.

Sticky notes not available in Accessories, I have Windows 7 Home Premium

The easiest way is to write with a non-permanent marker on Your screen :) . It stays there as long as You like.

That reminds me of a story about a restaurant that wrote on top of their screens, I want to say it was a tablet, and then wiped it off when finished. The software they had purchased for orders was not as good as the classic marker. They only did this in certain sections of the application interface.

You may see if this helps:
    Draw on Screen | Softpedia

This is a paid software but may achieve what you want:
ActivInspire - "Desktop Annotate" - Video Tutorial | YouTube

ActiveStudio may also be another solution.

There's also some freebies that can "attach" a program's window to the desktop. Everything else will run on top of the "stuck to desktop" app. I don't recall any names but a search of the big download sites should get it.
