Windows 7 boot screen not properly centered

OK, first let me say I'm not quite sure if this is a software issue and not hardware.
I have a Philips 220VW 22" 16x10 monitor and till a year ago I had a similar 22" 16x10 Philips monitor(had to replace it since I had some problems with it). After using Windows XP for quite some time I decided to give Windows Vista a try (that was back in 2007). However, every time I boot up or restart Windows, when reaching Windows Vista boot screen (the one with the green blocks, not the log in screen), I had to wait about 10 seconds while the monitor was trying to center the Windows logo without luck since the logo ended up somewhere in the low right corner of the screen. The new monitor I have right now was offered as a replacement by Philips since the old one had some technical problems and somehow seamed to solve the problems with Vista boot screen. Unfortunately, this happens on Windows 7.I contacted Philips and they claimed that this is not a hardware issue but a software issue since everything else was fine. I was told that Windows 7 does not have a proper scaled loading screen for this monitor???. This also happens when, by any chance, I end up with the Windows fail options screen (the one with last goon known configuration, normal boot etc - don't know how it is called ).
I know I don't spend too much time staring at the loading screen but is there any way to fix this? It's quite annoying to see it, even for 10 seconds.

When the computer is about to start (before the windows logo) hit F8 and wait for the boot menu to show, then hit the auto-config for your monitor and this should solve the issue, if so, select to start windows normally.

Sorry for my late reply. I tried your suggestion before and it didn't work out.

Does your monitor's OSD controls has any 'Auto Configure' function or something similar accessed by pressing the monitor buttons? Try selecting the Auto option when it happens. I don't know if that would make any difference but is your monitor set to native resoultion?

It has an Auto-Config button and it does not help. Also, the monitor is set to native resolution.

If it's software related, only thing I can think of is Video Drivers.

Please download your latest drivers for your graphics. Also are your integrated graphics disabled if any?
When logged in please set the display resolution to the recommended one by Windows(may or may not be native to your monitor).

All drivers are up to date and Windows recommends the native resolution. But as I said, this only happens on the boot screen. In BIOS everything is OK and also in Windows and login screen.

Okay, open msconfig by typing it in the run box (Win key+R), goto the boot tab, check 'No GUI Boot'. Apply>OK and restart.
Now after the restart, uncheck that option, apply>ok. Restart.
See if it does any good...

Tried that and it didn't work out. However, as far as I know, disabling the GUI on boot should display info about the drivers being loaded, just like booting in Safe Mode. However, in my case it only displayed this:
Also, could this be happening because the way the monitor is connected to the video card? I have GeForce 285GTX with 2xDVI and the monitor only has standard VGA so I have to use an adapter for this.
Oh yeah, and this does not happen while booting up any Linux distro.

No that No GUI boot is perfectly normal. Thats how its supposed to be. If you tick Boot log in msconfig, then it'd display the drivers being loaded etc.
And i'm too using a vga to dvi adapter to connect my monitor to my card but i don't get such problem.
And my ubuntu distro too boots fine just like you.
I guess it's got something to do with the initialization of video drivers.
Uninstall your current graphic drivers in this way. (not actual but similar names to nvidia entries)
Nvidia update (if present) > PhysX > HD sound > main graphics driver.
Make sure you restart when asked by the uninstallation of any item.
Download driver sweeper, run it in safe mode (important) and check nvidia graphics (or similar, didn't get the need to run it for a while), click analyse and clean (make backup if you want when asked) and reboot.
Let windows install its own generic driver for the card. Now see if the boot logo's still miss aligned or corrected.
