    Cannot open document file

Often get this message when I try to open a document. I tried the suggestions that Microsoft put up but the applications are not familiar to me and one even warned of damage to the system.

So can someone please tell me what this all about as it a private document and I want to retrieve the info in it.

That's a configuration file. You can open it with Notepad to see what's inside. Usually, the content is intuitive, and it usually contains configuration of a program, game, etc., you will be able to edit the configuration easily with Notepad.

    These might help you:

.cfg is usually a configuration file and I havn't come across any programs that associate themselves with that file extension. If it's a standard .cfg file then you should be able to use notepad to open it.

Just click "Select a program from a list....." and select Notepad. If you check the box "Always use the selected program....." then next time when you double click a .cfg file it will automatically open in Notepad.
