Win 7 taking an extremely long time to start up, if at all

Like the title says, I have a windows 7 dell laptop and it takes an extremely long time to startup.

It will either go to a black screen or login, if I get to Login I'll choose the account and it will go to a black screen and eventually turn off after an hour of a black screen.
Repair takes a couple of hours to run and after I restart i go through the first part again.
It claims there is no system restore point although there are def some on the computer.

Its really annoying, and I have no way to start the computer initially. Im doing a Memory diagnostic now, but I dont plan on it working.

Also, I have used a repair disc.

Assuming this isn't a hardware problem (bad mobo, cpu, RAM, etc) are you able to get into Safe Mode? From here you should be able to run various repair tools like Startup Repair, System File Checker scan, Clean Boot, etc.

    Safe Mode

    Startup Repair

SFC /SCANNOW Command - System File Checker

Troubleshoot Application Conflicts by Performing a Clean Startup

Depending on the specific Dell model, you may also have a hidden recovery partition that can return your machine to factory specs.

    Pyrogt,

The answer to marsimar's question, that is, can you boot into safe mode?

    BOOT TO SAFE MODE
    Ø Power down your computer.
    Ø Power up your computer.
    Ø IMMEDIATELY—Start tapping the SPACEBAR
Ø When the Windows Boot Manager screen appears,
    Press the F8 key
Ø The Advanced Boot Options screen will appear.
Ø Using the down arrow key, highlight Safe Mode
    Ø Press the ENTER key.

    In shorthand,
PowerUp | Spacebar until Windows Boot Manager
    | F8 | Safe Mode | ENTER

So i've started Safe Mode, but as its loading the essentials, its been about 7 mins and its still not done loading Safe mode.

Update: Its a little over 20 mins now and its still loading.

Update 2: over an hour and 10 minutes later it finished, now I have a black screen with the arrow. :/

Update 3: Got to the desktop about 20 mins after last update, and 15 more minutes for Windows Help and Support to come up (Default action when you start safemode.)

Update 4: I tried to run sfc /Scannow and I get the message " Windows Resource Protection could not start the repair session."

    Doesn't sound good.

first, run Memtest86+, at least 6 passes.

    Let us know the results.

    RAM - Test with Memtest86+

Memtest86+ - Advanced Memory Diagnostic Tool

If you can get back into windows, check to see that the Windows Modules Installer service is set to manual

Start> In search box type services.msc> Enter> Scroll down to Windows Modules Installer and double click on it> Make sure it is not disabled, it should be set to manual. Set it to manual if it is not> Try to run SFC again

Since safe mode is so slow, Karl is likely right that it is a hardware issue. You can also try booting from a bootable disk to see if it boots quickly or not.
