How to send CTRL+ENTER to an app by ONLY pressing ENTER?

Hi,
I am working with a specialised wordprocessor that opens a new "tab" each time I press enter.
to insert a linebreak I need to press CTRL+ENTER. There is no option to change that...

I am looking for a program that detects when I press enter and sends CTRL+ENTER instead.
and the program must have an option to bypass it easily. (preferably on / off toggle with hotkey)

any ideas?
