Applications keep installing on OS SSD instead of HDD

I did a fresh install on a 120gb SSD. I also have a 1.5 terabyte HDD that's been formatted as a data drive. I've made folders on the HDD drive (documents, program files, downloads, etc.). When I download applications (Nvidia control panel or Word, etc.), I set the installation for the E (HDD) drive. However, it appears that the applications install on both drives. I don't want that, obviously.

Also, when I check in Windows Explorer, it says that my SSD has only 70gb remaining, and that my HDD still has ALL of its storage available. This can't be. I know for a fact that I have files and folders totaling in the gigabytes on the HDD. However, Explorer doesn't acknowledge this.

I'm frankly stumped by this. Any help please?!
