There is a little utility called Unlocker. Which can kill or unlook any such use by "another" program or person. I am not sure if it will work on 7
By the way it is free.

There is a small free utility called Unlocker. It has worked for me on XP and the x86 Vista. I can't speak for WIndows 7 yet as I have not had oa need for it yet so far.
