Is your machine setup in Hebrew? If so, then you will need a version of Java 7 that is language specific. There are several things that you can try. One is to go to the Java site and locate the downloads area.. this will allow you to find a version that should install.
In order to completely uninstall Java try using Revo uninstaller. I am suggesting this only if you have a machine that can run it in your language. You need to completely remove ALL versions of Java before doing a clean install of of a newq version. What many people fail to do is just this and thus have many versions overlayed. Try this idea and you should be OK.

Make sure that your programs are in fact compatible with Windows 7 64. You can use compatibility mode settings to try to get them to work with Java. I've no other ideas for now.

Have you tried using "Run as Administrator" ?
You mentioned in your first post that you have a specific program that requires Java 7u5. Can you tell us what it is? It could simply be an error in the software itself, since Java tends to be backward compatible with most programs.
    Let us know.

I'll look at the .rar file, but those files are all so small which is why the instructions ask you to upload each file individually.

    EDIT:
    Halt the presses.

    Don't ever do that again!

Your file sent me to a link.

Now you upload each of those individual TXT files as TXT files.
