.netframework issues

I've been having some serious issues with my computer for a while now, but I've been able to work with it anyways. I've known for a good while the issue was with .netframework because most programs that require it won't work on my computer. Recently I got a bug report from a program for a game that showed mscorlib, but found the file was missing on my computer. I've been unsuccessful getting the file registered properly, despite googling it like crazy and the few solutions I found being bugged as well. Before giving myself a headache again trying from there, I thought maybe a complete reinstall might be the solution, since repairing .netframework 4.0 doesn't fix the issue. Main question I'm asking is, can I completely remove .netframework from my computer without having to do a system repair to install it again? When I start reinstalling, should I just install the latest, or do I need to start with 1.1 and work from there? Or does anyone happen to have any good ideas on how to fix it without that? Thanks.
