Windows 7: i cleared a virus and my computer wont allow me to do certain things

i had the metropolitan police virus where it says it has blocked your computer and you have to pay a fine of £100 to unblock it

to get rid of it you need to delete it off windows task manager and i think i might have deleted something else aswell because now i cant watch videos on youtube or any other site and also sometimes when i go on a web address it says there is no connection when the connection is high and i dont know how to undo it i just want to watch videos again!
