Limit Frame rate across all programs? (high fps causing coilwhine)

I have pinpointed the primary source of my graphics card's coil whine as high fps. In some applications such as crysis, I get upwards of 4000 fps in the intro screens, causing my graphics card to sound like its a dying rat. Obviously this is completely there a program or feature of catalyst that allows me to limit the fps across all programs?

Turn on vsync in the graphic card's control panel.
