uTorrent 3.2 Build 27580 Donwload Speed less than 5kbs

I have a new PC and windows 7 ultimate 64bit and new to windows 7. I did do the basics and research and firewall is setup to accept and everything was downlading at 1.2Mbs but all of a sudden sloooow. I have uploaded these security items:

    • LUA+TweakUAC
    • Sandboxie (64-bit)
    • Prevx free with Safeonline
    • Winpatrol Plus
    • CPUID

Don't know what happened or what to do please help
I do not download anything illegal to get that out of the way

Make sure uTorrent uses a fixed port number for its incoming connections, open that port in your firewall for accepting incoming connections, and allow utorrent to make outgoing connections on every TCP port to any IP. Also remember to forward that port on your router to your local IP. You can try to encrypt the traffic to prevent any throttling from your ISP.

But regardless of those technical configurations, that particular torrent can be under-seeded or no seeds at all, something you can't do nothing about really (you can't download from a torrent if there isn't someone else that can upload to you).

Uh, maybe it's the torrent you're downloading. Not enough seeders/Many leechers?
(What are "seeders" and "leechers" when searching Bit torrent files? - Yahoo! Answers)
Does the problem occur with other torrents?

your isp may have a throttle on, or your bband connection slowed for a different reason.

i use bittorrent and there is a settings feature to set up the best configuration automatically based on your bandwidth.
go into options and select setup guide. follow the steps .
it should be the same for utorrent as they seem exactly they same.

If you hit ctrl g utorrent has the same bandwidth test and it shows that post is not open but it still downloads so I have to figure out how to open a dedicated port

Right now i have it at 500 and I had it on there before and it worked perfect with 1.2mbs of download speed the problem is for what ever reason all of a sudden it is very slow like 5Kbs but I ran utorrent as administrator and got it up to 32kbs
My DSL download is 11.47Mbs and upload is 1.47Mbs just checked
