I went to control panel and went to incoming and outgoing ports and added the utorrent for both and still no resolution. I thought Windows 7 was supposed to make things easier like all plug and play but no luck. Any guru's here that can shed some light on this issue

w7 is plug and play for hardware, not software.
In uTorrent options set global upload to 1Kbs. On the torrent file right click and set bandwidth to high and the files priority to high.

when I set global update to 1 than all went back to low 5Kbs
I always set the bandwidth allocation to High

When I hit ctrl g on utorrent it goes to setup guide and I run the test after I opened the incoming and outgoing ports on the windows firewall section to that exact port on utorrent. Even than when I run the test it says port closed and downloads real slow 5Kbs what is the deal with that?

If it says port closed, there is something blocking it, in addition to the firewall.

Have you opened the port on the port forwarding settings on your router?

I just run the setup (CTRL+G) and it also said port closed but you can still download. It does download ok.
In Preferences do you have these items checked?

try bittorrent its the exact same layout and setup, see if it helps, it has had a few upgrades and is fine.
see if you have the same issues as utorrent.

Its utorrent itself, go back to ver 3.1.3 and it should work ok.
