AppData Clearing Up

I was wondering if there was any software that scans the appdata and checks what folders can safely be removed without any programs settings getting reset

Have you run Disc cleanup?

Disk Cleanup - Open and Use

You might also try CCleaner if you don't already use it. It is a safe application.
