Windows 7: "Internal Error 2738" - Solid Edge V 20 Installation on W-7 Ultimate

I'm trying to install Solid Edge V 20 on a Windows 7 Ultimate, 32 bit machine and when the isntaller is Ran, it gives an error "Internal Error 2738" and forces me to exit the installation.

I found out that this error is popular and goggled it to find this:

Q. I am getting "internal error 2738" when I run the Solid Edge install. How do I fix this?
Go to Start -> Accessories, right click on command prompt and click "run as administrator". Enter "cd C:\Windows\System32" (replace the directory to what is appropriate for your PC) and then enter "regsvr32 vbscript.dll". It should confirm that vbscript has been registered - try the install again.

So I did the same and I did get a message saying vbscript has been registered. But unfortunately the error was not resolved, tried restarting and redoing the command prompt thing but with no use.

Please suggest.

FYI I installed the same Solid Edge v 20 on a W 7 Home edition and it ran successfully.



Other things I tired were:

1. Checking for Windows Updates
2. Restarting the computer several times
