Did you force utorrent to use TCPIP port 45682?
Does your pc have a static tcp/ip address which is 192.168.1.2?

What is the problem anyway?

I thank you kindly Mr.Kaktussoft for your help.

First of all, I opened the ports as you see in the photo number two. And I have a static IP address. But each time I want to make sure if the port is open by UTorrent, it says the port is not open. The strange thing is that when I check the opend port by the software "Port Checker" which I downloaded from Free Help Forwarding Ports - PortForward.com, it tells me that the port is open!! what's going on?

Also Do I have to do other thing more than TCP/UDP? I mean if I should DMZ or Port Trigging?

The second question: I wonder if I have to change the setting of the UTorrent ports as you see in the first photo?

Thank you again

open https://www.grc.com/x/portprobe=45682
Is port 45682 open, closed or stealth?
open=something is answering... nice
closed=something is answering "nothing is listening".
stealth="no answer at all"

Post screenhost of what utorrent says. Or explain it as good as you can

Have you allowed outgoing connections for uTorrent process?
The firewall screenshots grants incomming connections, but maybe the problem is on the outgoing ones. Open those in the firewall too and check again.

utorrent screen tries to access some site and asks it: "try to access my port"
Maybe that site is down? Maybe that site is blocked by provider or anything between? Or something else.

Anyway....port is open for sure
