need help in Keyboard layouts

i want to make a keyboard layout .
base on URDU or Arabic .
for Brahui Language . the alphabets are same of brahui and urdu but one word
which is like this .

now i want to add this one in Brahui Keyboard and also i want to add a language in my window named Brahui ?

how i can do . please any eXpert can help me .

Unfortunately, there is no way to change the keyboard layout for any particular language using Windows 7 Regional and Language options.

There are non-Microsoft apps which could help you re-arrange the letters in the current Urdu layout you have to the Brahui language (which is absent from the language settings). Examples of such apps include but are not limited to MapKeyboard, Remapkey, Sharpkeys, keytweak, etc.
