Windows 7: AppLocker - I am unable to create file hash rules! What gives?

AppLocker - I am unable to create file hash rules! What gives?

I get an error stating "value does not fall within the expected range" when i select on any exe.

I've tried running the gropu policy admin tool from several windows 7 boxes and same thing. I can get it to work from a 2008 server.

I've found no hits on the internet at all on this. ANYONE seen this?
