Also, have you tried any of the usual fixes for this?
1. Verify your date/time is correct.
2. Verify your IE security settings (use SSL2.0 and SSL3.0).
3. Reboot your computer. | My System Specs | | System Manufacturer/Model Number Dell XPS 15 L502x OS Windows 7 Ultimate x64 SP1 CPU Core i7-2670QM Memory 8GB DDR3 PC3-10600 Graphics Card Intel HD Graphics 3000 + GeForce GT 540M Screen Resolution 1920x1080 Hard Drives 1TB 5400RPM Seagate |

Since you've done a lot of the suggestions already, here's some more stuff to try on this error (from a search): Re-register the files:
First open a run window by clicking start, then run. Now, type the following command and press enter:
regsvr32 softpub.dll Wintrust.dll Initpki.dll Rsaenh.dll Mssip32.dll Cryptdlg.dll
If you use Windows XP you should open another run window after running the previous commands then type the following command:
regsvr32 Dssenh.dll Gpkcsp.dll Slbcsp.dll Sccbase.dll
