Installer crashes when trying to install non Microsoft programs

I am having an issue where I cannot install certain programs. Namely Java and the software needed to manage a Logitech web cam I just bought. I know that the files are not corrupted for the Logitech because I was able to install it on my laptop without any issues and I was able to install it on a virtual machine I have on here with the same exact OS (Windows 7 ultimate 64 bit) . I recently installed Windows Office and I did not run into any issues. When I check the event viewer I see the following:

for the java failure:
