Windows 7: difficulty installing certain software on win 7

I have searched the forum for this error notification (0xcooooo7b) but the four threads that came up had nothing to do with my problem.

I am trying to install Gimp plugin software on my win 7 comp. I get the message: 'The application was unable to start correctly 0xc000007b'.

I have run a sfc/scannow search with no errors showing. I have spent a few hours searching for some answers. I also wrote almost this same post on the Gimp forum.

If some one can help me I would deeply appreciate it. I need the software.
