Yes, actually. You can convert Ntfs to Fat32 using PowerQuest's Partition Magic.
I've done so.
Anyway, though converting Ntfs to Fat32 is possible, you cannot run Windows Vista or 7 on a FAT32 partition. They can read and write to FAT32 partitions, but they cannot run on FAT32.
Also Partition Magic is quite old, and won't work on Vista. But Ntfs->FAT32 is possible under XP
