Not an all in one app as such but you could try something like DVDFlick which allows you to create DVDs as you stated - Totally free and uses imageburn to do the actual burning.

In conjunction with a good codec set (shark007 here ) it should do what you need

Oh you'll probably like a link ....

I use and reccommend Slysoft products. They have a 30 day trial period. You need to run their Any dvd and clone dvd. Clone dvd is a 3 click process that will copy all the files on almost every dvd movie out. You can read about their products here SlySoft Products | Copy Movie DVDs with AnyDVD and CloneDVD basically Any dvd runs in the background and scans the disc, then you open clone dvd choose "clone dvd", then the drive letter then start. You can also determine if you want ot copy the entire dvd or select exactly what chapters or languages you might want. Personaly I just clone it on a quality dvd-rw disc like Vebatium. Quick and easy and will pay for itself qiuckly. Best of all you can try it for fre for 30 days.

I'm still using Nero 7. You could probably find a license cheap, and then only install the parts you want.
