A file that wont delete even through DOS

i have been trying to get a folder named WhiteSmoke_bar off my PC since it suddenly showed up one day out of the blue to give you a little insight on the problem im facing im gunna post an image of what my problem is

to sum it up apparently this folder has more permissions then the owner of the pc

why does windows 7 even have UAC if it prevents the owner from editing/deleting files this folder is basicly using the UAC as a immunity shield... I don't like having a folder i cant lay a finger on

Your'e approaching this from the wrong angle - this toolbar has a known association with Malware.

Run the ESET on-line scan and report the output.

It's not about UAC, but most likely about permissions. Try first taking ownership of the folder and then assign yourself full control, then delete. It's common that even administrators are denied access to system critical areas in the Windows default install.
