Did I read post #4 correctly?
I know I most close every application. I don't need extra software to achieve what I want. I just want to know if it's safe to empty C:\WINDOWS\TEMP folder in windows 7. Maybe someone has a reference link to some prove?

I have used Temp File Cleaner by OldTimer for years and it always worked as it should.
The same with Ccleaner. Both are 3rd party programs.
Doesn't a simple explorer windows => select all => delete => accept UAC, suffices? Possibly he was referring to that, and I often tend to do such simple things myself as there is no need for additional soft for that, third party or not. But 3rd party software are often good at pointing out other areas of possible optimization, among deleting temps.

You could also employ a 3rd party app like CCleaner or Temp File Cleaner by OldTimer
I have tried CCleaner, and found that it got rid of too much for my tastes. After running it, I found that I'd lost some web login saves, lost the indications that I had visited a link before (i.e. the different color one gets after following a link). I suspect that I could tune it to not delete those things, but haven't yet figured out just which things to not clean.

As with all things, even native built-in Windows tools, it's up to the user to know what should or shouldn't be removed. If in doubt, don't. Or at least make sure you have a current restore point. A system image is even better.
