clean boot, same problem, all startup programs disabled, even on diagnostic startup it still shows up!
the only way to get rid of it is by running safemode!

So no startup program. So no non-microsoft service.
Only first logon after boot has the problem. All users same problem.

    Correct?

Disable service "task scheduler" using msconfig. Reboot. Same problem?
Enable service "task scheduler" using msconfig afterwards and reboot

My Dell desktop, running Windows 7 Professional, has been doing the same thing for over a year. I've tried everything to fix it, but it happens every time I boot up. I would love to see a solution to this!!!
