Windows 7 won't let me open .m3u with Winamp

For some reason, whenever I do "Open with" and select Winamp.exe, Windows 7 does not register that I chose it, and does not display Winamp in the list. Any ideas why?

I am thinking a clean install is in order. I have all of my files on another HD, so this is not a big deal at all.

Tried that already.

Also, for Windows won't let me open image files with Photoshop. Any ideas what is going on?
