I have all these links and I have the installer already. It does not allow me to repair or modify the current installation. I think something is wrong with my DirectX and I would like to UNINSTALL it and re-install it but I fear that I may have to re-install windows to do this... Am I rrght?

There are two parts for DirectX. There are the the API files in C:\Windows\System32 e.g. dx*.*, d3d*.* and there are drivers that supply directx features for your graphics card. You can repair system files using SFC.EXE (System file checker) e.g. SFC /SCANFILE=<filename> or SFC /SCANNOW to repair all files.

Drivers can be uninstalled and reinstalled via the Control Panel, Programs, Uninstall a program.

If you have Windows 7, you can't uninstall DX11 as it is integrated (part of) with the OS.

With that it, would help a lot if you actually told us what the problem is that makes you suspect DX11?

If there are files missing, then I suggest running dxwebsetup from MS Downloads to install the missing files. It will update DX 9, 10 and 11 on XP, Vista and 7:
Download Download and Install DirectX9 End User Runtime | Install DirectX, DX9 from Official Microsoft Download Center

I have an issue that has been ongoing for about 3 weeks or more. When I start up Black Ops 2 the game locks up immediately and says:

"Call of Duty(R): Black Ops II has stopped working.

A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available. "

When I click OK on the error message it cycles through a seemingly infinite loop of trying to restart and failing over and over. When I start task manager and select the process and end process tree it pops up an error that reads.

    "Unhandled Exception Caught"

I have been lead to believe that it is Direct X causing the issue and so I run DxDiag and when it loads it tells me:

"DxDiag has detected that there might have been a problem accessing Direct3D the last time this program was used. Would you like to bypass the Direct3D this time?"

If I select yes it runs fine if I select no DxDiag hangs and crashes. I have attached the screen shots for you. I have uninstalled all the games and STEAM and reinstalled after a reboot. I have updated my video drivers and even rolled back my drivers a few just to see if that had something to do with it. I am at my wits end..

If I select YES to bypass it runs through a scan and works fine. No errors. If I select NO it crashes or becomes non responsive.

If I hit NO I get this....

Since your text is so huge I'm not going to quote it. That said...

You can either try updating the files by using the first link in AddRam's post, which is this one: DirectX End-User Runtime Web Installer. Or you can download the re-distributable files here: DirectX End-User Runtimes (June 2010)

The other things you want to do is...

1 - Make sure both your sound and video card drivers are up to date.
2- Make sure the game has the latest patch
3- Because it needs mentioned, making sure the game is legit. Pirated games will generate all sorts of issues.
    4- Try reinstalling the game.

If those don't work and you're still getting DX errors like what you posted, you might have to do a Repair Install; especially if you "attempted" to uninstall DX11 in the first place.

    Good luck.

Where did you get the game and what method did you use to download the game?
