Black screen with cursor, safe mode wont load

So, basically the problem with my computer is that when i start windows normally it gives me a black screen with cursor. I searched in this forum and other forums for help but nothing helped. i tried loading in safe mode but it hangs in classpnp.sys, tried restoring, tried recovery options still doesn't work. Also, tried re-installing windows, but when pressing install it would give message on the screen "Setup is starting..." and it just loads, and nothing happens, i gave it an hour or two before i gave up. I am sure the CD is fine because it worked on the same pc before. It is windows ultimate 32 and 64 bit and computer supports both.
I have a Dell computer and it is not old, I bought it like 6months ago. If anyone could help, i would really appreciate it. Thanks
