Can I safely delete VC_RED.MSI and associated files?

I noticed today that on one of my external USB drives, and the C: drive on my laptop, there is a folder named "VC_Redist" in the root. The one in the root of the C: drive contains these files:

    globdata.ini
    install.exe
    install.ini
    install.res.1028.dll
    install.res.1031.dll
    install.res.1033.dll
    install.res.1036.dll
    install.res.1040.dll
    install.res.1041.dll
    install.res.1042.dll
    install.res.2052.dll
    install.res.3082.dll
    msdia80.dll
    setup.iss
    VC_RED.cab
    VC_RED.MSI
    vcredist.bmp

And the one on the external USB drive contains these files:

    .SBSettings.xml
    install.exe
    install.res.1028.dll
    install.res.1031.dll
    install.res.1033.dll
    install.res.1036.dll
    install.res.1040.dll
    install.res.1041.dll
    install.res.1042.dll
    install.res.2052.dll
    install.res.3082.dll
    VC_RED.cab
    VC_RED.MSI
    vcredist.bmp

Can I safely delete these directories?
