There are references scattered all over the internet about this, most having to do with modifying permissions for the various Adobe files and directories. Before going that route, I suggest turning off your antivirus protection and then running the update. After many frustrating attempts at changing the security permissions - which resulted in yet another 1321 error for yet another file, I was able to find a reference to the problem from an enterprise sys admin. I disabled my antivirus - Webroot - and ran the update. It finally worked without any problem.
