I did uninstall Pando a couple months ago after I heard about that. But even if I didn't, I can't access the Control Panel to uninstall Pando, anyway.

It does mater, good thinking. In post #14 I stated that this worried me.

How to Reset Windows Registry Permissions | Tech

You have run some very good security program scans and they came up clean.
You can't access things that you should be able to access.
You can't remove or install things which you should be able to do. Windows 7 show you do not have a ram problem but yet you get warnings. You can't run sfc /scannow.
You can still run games and I don't understand that.
Somebody might have more ideas but I'm left with a Clean Install as the last option. Here is Tutorial.
Read through this and take your time.

No problem layback. didn't see your post at #14

If you can get into msconfig, you could try this: do a "Selective Startup" and set it up like this:

This would turn off all non-essential services. You shouldn't leave it this way, but it is a good test. If you do this, do so offline, see if it helps and reselect "normal startup". The problem will return, but at least you will know it isn't the system itself. (If the problem doesn't go away, you might have a driver conflict)

Nothing's changed. I did the Resource Monitor right when I logged on.

This is what is the bother to me from Post #1

How to Reset Windows Registry Permissions | Tech

I have no idea what such a program can or does do correctly.
Me and bananakma are both open to suggestions.
Thank you Thorsen.

I looked at the program, but didn't run it myself. I'm not that brave. I think a startup repair can repair registry issues and might fix anything that the registry permission program could have broken. I don't suppose the program backed up the registry. If the program installed a folder for it's program, then there might be a backup that the program created. If not, that's a sign of poor registry etiquette. Never make changes to the registry without backing it up and if this programmer doesn't follow that as a first step, then I wouldn't trust his next steps....

anywho.. here is a tutorial on startup repair. I would try this first...

Startup Repair

Another thing to try would be to download autoruns. it's like msconfig for startup items, but better: http://technet.microsoft.com/en-us/s.../bb963902.aspx

look for anything that says "file not found" in the file location column. disable those entries.

I don't have the disk so I'll try ordering it online.
If anything, I'll just wipe my computer. There's nothing of too much importance on here anyway.

Thanks for your help, both of you!

don't order a startup disk. that costs money. if you have a second computer you are working from or can get one, download the ISO from a credible source and burn it to a disk (look through steps for the ISO download link) : Clean Install Windows 7

I got a new computer coming in next week. It's just unfortunate timing that I screwed this one up before my other one came. I'll see what I can do next week then.
Thanks!
