When you double click an .exe does it ask you what program to use to open it? If so, you may want to search out the Tutorial how to reset default file associations.
If it's not doing that and "Norton" seems the common denominator in the errors, I'd temporarily disable Norton and all other AV programs. Also if you are running more than one AV program at the same time, it causes problems. Manual scans are OK. I mean running 2 real-time protection AV programs simultaneously will cause them to clash.
